How Slot Coordination Works

The slot coordination process follows a defined annual cycle aligned with the IATA summer and winter scheduling seasons.

Preperations

The airport authority declares capacity parameters per time period โ€” e.g. for runway, terminal, check-in, and parking - and airlines submit initial schedules.

Allocation

Coordinators allocate slots applying regulatory and local rules, historic precedence, new entrant priority, and fairness principles.

Schedule Conference

Airlines submit initial schedules at the Slot Conference (SC) or Schedule Optimisation Meeting (SOM).

Operations

Airlines operate their allocated slots. Unused or returned slots are redistributed via the waitlist pool.

Monitoring

Slot compliance is monitored throughout the season. Coordinators act on violations in line with applicable regulations.

What is an airport slot?

A slot is the permission given by a coordinator for an aircraft to land or depart at a coordinated airport at a specific date and time. Slots are required at all Level 3 (coordinated) airports in the world.

What is the 80/20 use-it-or-lose-it rule?

Under EU Regulation 95/93, airlines must use at least 80% of their allocated slots in a series or risk losing historic precedence ("grandfather rights") to those slots in the next equivalent season.

How do I apply for a new slot?

Airlines must submit a slot request via the standard SCR messaging process, or directly through the coordination portal. GA/BA operators should use the dedicated message format.

What are slot coordination charges?

A per-movement fee charged to airlines to recover the operational cost of coordination. The Nordic Airport Coordinators operate as not-for-profit managing bodies. Charges vary by country and airport and is often included in- or collected as part of the airport charge.

What is the difference between Level 2 and Level 3?

Level 3 (coordinated) airports are severely capacity-constrained and require a slot for every movement. Level 2 (schedule facilitated) airports have lighter-touch oversight to manage peak-period congestion.
